Site will not install properly

We are attempting to make live: www.ducttapewallet.org and having problems.
After installing the site we still only see the index of page. We also cannot access the wp-admin section.
Could the theme be the problem since we gave plenty of time for the site to propegate?
Any advice would be greatly appreciated.

Actually I haven't resolved this.
Although you can see the default index page, the admin section link takes me to a 404 error page.
Try clicking thru the links and you'll see nothing is working right..
