Should I Sign Up for a Google Webmaster Tools Account?

There are many good reasons to sign up for a Google Webmaster Tools Account. They include:
1. Submit your sitemap directly to Google for more effective indexing (to get your site indexed for the first time, please see Will Pinging Get My Site Indexed Faster? instead)
2. Get Key Diagnostic and Statistical Data about Your Site
3. Generate & Analyze your robots.txt file for greater control over internal indexeding
If you don't have a Google Webmaster Tools Account you should get one because it makes this process very simple, and it is free: www.google.com/webmasters/
Once you have your website set up with Webmaster Tools, you can submit your existing sitemap, which is located at www.mysite.com/sitemap.xml. If you are having issues with your site's sitemap, please see:

What is with the split testing features of Google's webmaster toolkit?
Which ones are supported with with WPD and what isn't?

Bora,
I don't believe Webmaster Tools offers split testing, I think you are thinking of Adwords.
WPD also has a new split-testing feature, I am working on a Q&A about this:
